McLoughlin Planning has successfully secured planning permission for a secure roadside truck stop facility for William Gilder Ltd, along the A44 in Evesham.

Planning Committee at Wychavon District Council approved the scheme in line with Officer’s recommendations as a result of overcoming challenging Highways and Amenity constraints through successful negotiations with the Council. This permission, which includes parking for 34 HGV and a facilities building for drivers, demonstrates McLoughlin Planning’s ability to tackle a variety of complex planning matters as a result of the teams expert planning knowledge and a strong working relationship with Wychavon District Council.

McLoughlin Planning are very pleased to have been able to achieve a much-needed roadside facility, in line with the National Planning Policy Framework support for adequate overnight lorry parking, and help William Gilder Ltd to expand their truck stop facilities into Worcestershire.

The final part of Brockworth District Centre is almost ready for construction after McLoughlin Planning secured permission for an ambitious new scheme featuring affordable housing and hi-tech facilities.

Tewkesbury Borough Council has granted Edenstone Homes permission for 166 much-needed new homes alongside 163 square metres for commercial or community buildings.

The unattractive brownfield site will be transformed by landscaped avenues and open spaces including fitness equipment and a play area.

An innovative design enables natural surveillance and CCTV, with WiFi hotspots and electric car charging points providing other modern touches.

McLoughlin Planning Managing Director Nathan McLoughlin said: “This exciting scheme represents the culmination of months of collaborative working with both Tewkesbury Borough Council and the County Council and it was positively received by the local Parish Councils too.

“This collaborative working has also ensured that the application will be delivered in a timely manner, helped in part by entering into a Planning Performance Agreement with the Council.”

McLoughlin Planning is calling on landowners in Tewkesbury borough to come forward and explore opportunities for development.

The call comes as Tewkesbury Borough Council is looking to identify new housing and employment land as part of its Local Plan consultation, which runs until 30 November.

New boundaries are being drawn around settlements to enable new homes to be built, including the following villages:

  • Bishops Cleeve
  • Woodmancote
  • Winchcombe
  • Shurdington
  • Minsterworth
  • Maisemore
  • Highnam
  • Gotherington
  • Stoke Orchard

These are designated as service villages under policy RES3 of the Plan.

Other rural villages fall under policy RES4, which encourages small-scale infill development. This should encourage people who have been previously refused permission to build new homes in rural villages.

The council wants to allocate land for employment sites around Gloucestershire Airport and the Staverton Business Parks, as well as extending the following sites:

  • Knightsbridge Business Centre
  • Orchard Trading Estate
  • Malvern View Business Park
  • Highnam Business Centre
  • Brockeridge Farm & Duddage Manor Business Parks
  • Twyning, Highfield Business Centre
  • Isbourne Business Centre
  • Ashchurch

McLoughlin Planning Managing Director, Nathan McLoughlin, said: “This consultation provides excellent opportunities for landowners across Tewkesbury borough to promote sites into the local plan.”

“We have significant experience in the area, so please get in touch with us if you would like to discuss the possibility of putting your land forward.”

Expert knowledge of local and national planning policy helped McLoughlin Planning secure permission for development at Ian Coley Shooting School.

The internationally recognised country sports business will be able to expand its club house and gun shop as part of a wider programme of upgrades.

Using the NPPF’s support for the rural economy and Cotswold District Council’s local commitments to supporting visitor attractions was a key part of the application’s success.

Working with the existing structure, McLoughlin teamed up with architects to find a scheme that protected the setting of the AONB while achieving the desired level of security needed at the site.

The proposals will enable the business to bring its facilities in line with its competitors elsewhere in the country.

McLoughlin Planning Managing Director, Nathan McLoughlin, said: “Ian Coley MBE is a household name in the shooting world and it was a pleasure to work with him on this exciting project.”

“The Application was granted under delegated powers with few conditions and we are extremely proud to achieve this result.”

McLoughlin Planning has secured permission for a private client to build 32 new homes on a greenfield location in Stroud district.

The site off Box Road in Cam is notable because it is bordered on all sides with existing and planned development.

McLoughlin used government policy to demonstrate that this meant the proposals would not set a precedent for extra development outside the settlement boundary – a key argument for winning over councillors on the planning committee.

McLoughlin Planning Managing Director Nathan McLoughlin said: “This was a really impressive result which was the result of our work to persuade councillors on the committee that the site was appropriate for new homes.

“It’s always satisfying to gain consent for a client when we know we’ve found the right policy argument and won at committee – this time on the chairman’s casting vote.”

The result marks the end of almost two years’ work on the site, after McLoughlin Planning was asked approached in 2016 by architects Quattro Design Architects to join its team.

McLoughlin Planning’s specialist knowledge of the aviation sector played a key role in securing permission for the relocation of a flying school.

Skyborne will now be able to run training flights from Gloucestershire Airport after gaining a certificate of lawful use.

The certificate was awarded by Tewkesbury Borough Council’s planning office and enables the company to begin using a hangar at the Staverton site.

McLoughlin Planning Managing Director Nathan McLoughlin said: “This is a really satisfying result and, although it’s something a bit different to our usual consultancy, it comes from our strong links with the airport.

“Skyborne can only be certified to train from certain locations and we were pleased to help them get permission to run their business from an appropriate hangar.

“The speed of the response we received shows the council’s commitment to the airport, which provides important manufacturing and engineering jobs for the region.”

5 March saw the Government announce the much anticipated draft revised National Planning Policy Framework for consultation until 10 May. The document will eventually replace the current NPPF, which was published in March 2012. The new draft is considered to be an evolution of existing guidance and we are working on considering its contents and preparing our response in due course. We are also looking at what the draft NPPF will mean for our clients and their development interests.

McLoughlin Planning has moved to new premises and undergone a rebrand to accommodate a new phase of growth.

After four years in Gloucester, the business has moved to bigger premises in the Promenade, Cheltenham to improve its offering to clients.

The new office comes alongside a rebrand of the consultancy, with a new website launched too.

Managing Director Nathan McLoughlin said: “We are a growing and ambitious consultancy and the new office will enable our team to expand and deliver a better service to our clients.

“The smart rebrand updates the look and feel of the business, while reflecting our personality and the approach we take to our work.”

McLoughlin Planning is continuing its work on the Shrivenham strategic site alongside developer Legal and General Homes.

Having taken the application through the outline planning stage, the consultancy has been retained to see through proposals for more than 500 homes and a new primary school at the reserved matters phase.

The breadth of McLoughlin’s skillset has been demonstrated by an end-to-end service including defending the allocation at the Examination in Public, giving expert witness at committee and carrying out public engagement.

Managing Director Nathan McLoughlin said: “We are proud to be working on this scheme to deliver a new community including much-needed new homes and a school.

“Taking a project from start to finish is always satisfying and I’m delighted to have delivered such strong results for our client.”

A planning application will be submitted in spring 2018, marking the second development site for L&G.

McLoughlin Planning has secured planning permission for a new Biomass facility at Westington Quarry.

Acting on behalf of Campden House Estate and SDL Biomass, the consultancy overcame challenges including noise, emissions and transport movements to deliver a successful result with the waste planning authority.

The site, which lies on the outskirts of Chipping Campden, will generate significant quantities of fuel to help meet the country’s energy needs.

Managing Director Nathan McLoughlin said: “This was a complex project which saw a site with a chequered planning history being positively reused for a biomass processing facility, generating 130,000 tonnes of biomass for the commercial and domestic markets.”

The project involved substantial negotiation with council officers, with many and environmental and technical matters requiring resolution prior to approval.
